Until January 2016, the freelancers and the self-employed were able to obtain a Declaration of Employment Relationship (VAR). This document was proof that there was no employment relationship between the worker and the end customer. Since then, in agreement with the trade unions, the Dutch government has decided that the contractor and end customer have an agreement, the Model Agreement. The Model Agreement states that the parties agree that there is no question of fixed services and this is applied in practice.
